T&L Quality Assurance and Quality Enhancement
Quality Audit by the Quality Assurance Council (QAC) of the UGC
QAC was established under the aegis of UGC in view of institutional expansion of their activities and a growing public interest in quality issues. It assists UGC in providing oversight of the quality of the institutions' educational provision. The terms of reference of QAC includes, inter alia, the conduct of audits and other reviews as requested by UGC, and report on the quality assurance mechanisms and quality of the offerings of institutions.
QAC conducted three cycles of quality audit on HKU, respectively in April 2009, November 2015 and December 2023. All three cycles of audit confirmed the high quality of the education provision at HKU, which is comparable to those of other world-class universities.
The Report of the third cycle of audit, released in September 2024, underscores the University’s steadfast commitment to excellence in teaching and learning. Specifically, it recognises the University's robust and systematic processes for programme development, approval, monitoring and review; the effectiveness of our arrangements for enhancing teaching and learning; HKU's dedication to continuously improving our education provision and quality mechanisms; and the clear academic governance frameworks at both the University and HKU SPACE, emphasising clarity in levels of authority, accountability and responsibility across the institutions. It also acknowledges the robust regulatory processes of HKU and HKU SPACE, including external examining systems, academic regulations and assessment processes; and that externality is embedded comprehensively in our quality assurance processes, leading to significant benchmarking locally and globally for the enhancement of programmes and curricula.
